Former state Medicaid Director with over a decade leading large-scale government and human services programs — including running Nebraska Medicaid and Utah’s Long-Term Services and Supports bureau. Kevin holds a Doctor of Healthcare Administration and an MBA, and is a Fellow of the American College of Healthcare Executives. Blair coordinates UNL’s Rural Fellows Program and previously led grant strategy and ROI frameworks at the Nebraska Children and Families Foundation. A PhD candidate in Organizational Leadership, she helps mission-driven organizations design cross-sector collaborations, win funding, and translate community priorities into coordinated action.
